SEZ planning and civil infrastructure, proven across the border.

A client developing or relocating to a Special Economic Zone in Kenya needs to establish which statutes engage the site and which authority issues the licence before committing to design.

The Special Economic Zones Act, 2015 gazettes the zone and appoints the Special Economic Zones Authority (SEZA) as its licensing and regulatory authority. Engineering for the site still has to satisfy the Physical and Land Use Planning Act, 2019 on land use, National Construction Authority (NCA) project registration on construction (NCA Act, 2011), and NEMA clearance under the Environmental Management and Coordination Act (EMCA) where the Second Schedule is engaged.
