One legible engineering record across a funded programme.

Multilateral and DFI-funded programmes require engineering design, safeguards, procurement, and supervision to be legible as one programme record.

The relevant frame is rarely a single Kenyan statute on its own: the funder's own safeguards (World Bank ESS, IFC Performance Standards, AfDB ISS) sit alongside FIDIC contract conditions, EMCA-and-NEMA environmental clearance, and — for any in-country procurement — the Public Procurement and Asset Disposal Act, 2015.
